Staff qualification

Have you provided or plan to provide the target population with sufficient background information and training to carry out the proposed change?

• Yes. Personnel have the necessary training (they have been walked through what needs to be done) and see themselves as capable of bringing about the change.
  
• No, but some is planned. Enough training has not been done nor do the personnel see themselves capable of accomplishing the tasks at this time. More training is planned and can be done.
  
• No, and there are no plans for training or the parties affected generally believe they are incapable of implementing the change given their day to day realities.

If you checked that no training has been done, or the people affected believe they cannot do it, then you have a weak staff qualification. Your odds of successfully implementing the change is reduced by one half or one fourth depending on whether there are plans to do more training. Are you concerned? If so what can you do about it? Think hard about this and write out an outline of your plans below:
